What is a transit log in Turkey?
The Turkish Transit Log is the common English name for the official Yacht Registration Form, called Yat Kayıt Belgesi or Transitlog in Turkish sources. It is used to record information required by the authorities for a yacht arriving from abroad. The Ministry of Culture and Tourism describes records covering customs, passport details, health, sailors, passengers and staff.
A Transit Log is not permission for every activity on board. It does not grant an owner or crew member a residence right, clear every customs purpose, or authorise paid chartering or domestic passenger transport. Keep those questions separate from the arrival record.
What happens when a foreign-flag yacht arrives from abroad?
A foreign-flag yacht arriving in Türkiye should deal with the relevant authorities at its first Turkish port. The Yacht Registration Form records arrival information, so authorities need yacht, traveller and voyage details. A yacht continuing to Fethiye or Göcek should not assume a later marina can recreate an omitted first-port procedure.
Before arrival, assemble the yacht’s current registration or flag document, owner and operator details, passports, crew and passenger information, previous port and voyage details, insurance papers, and existing customs or port records. The exact document list varies with the yacht and route; ask the first-port Harbour Master and customs authority what to present and retain.
At the port, the authorities may record or check:
- yacht identification, flag and ownership or operator information;
- customs and arrival details;
- passport and immigration information;
- health information; and
- sailors, passengers and other staff on board.
Do not rely on a universal validity period, separate nationwide “e-transit log” or public online issuing portal; ask first-port authorities how the current record must be issued, updated and retained.
How do you complete the Yacht Registration Form at the first port?
Use this sequence as a preparation checklist, not as a substitute for the first-port authority’s current instructions:
- Identify the first Turkish port. Confirm where the yacht will first enter and which Harbour Master, customs and other authorities handle the arrival.
- Prepare consistent information. Check that names, passport numbers, flag, registration details, crew and passenger information match the original documents.
- Present the yacht and documents. Follow the authority’s inspection, declaration and appointment instructions. Fethiye Harbour Master currently publishes electronic appointment links, but that does not prove that the Transit Log itself is electronic.
- Check every entry before departure from the port. Ask which copy, stamp, reference or electronic record should be retained and how later changes to crew, passengers, route or port must be reported.
- Keep the record with related papers. Store the Transit Log, customs documents, passport records, insurance and marina papers together for future port, charter or dispute questions.
If an owner, operator or crew member cannot understand a Turkish form, ask the authority what translation or representative arrangement is accepted. Do not sign an incomplete or inaccurate document merely because the yacht is waiting to depart.
How long can a foreign-flag yacht remain in a Turkish marina?
Culture and Tourism Ministry guidance says owners may leave their yachts for up to five years, provided they sail from the harbour at least once every two years. At the end of five years, the Ministry may consider an extension; this is not automatic and does not promise identical customs treatment for every yacht.
Wintering, customs, port records and immigration are separate questions. Confirm the particular yacht’s records before relying on a longer stay; the owner’s permitted stay is not the vessel’s wintering period.
Does a Transit Log settle VAT, ÖTV or customs?
A Transit Log does not determine VAT, special-consumption tax (ÖTV), customs or import status. The result can depend on the yacht, flag, seller, buyer, customs history, Turkish residence and intended private or commercial use. Do not infer a fixed rate or exemption from the arrival document; obtain transaction-specific tax and customs advice before selling, importing or arranging resident use.
Does Mavi Kart apply to every foreign yacht?
Türkiye’s Mavi Kart system is described as a yacht-waste control and tracking measure intended to prevent discharge. Göcek marina rules also prohibit discharging any waste into the water. This makes waste collection and disposal a practical compliance issue for a yacht using a Göcek facility.
The precise obligation for a foreign-flag private yacht may vary by port, vessel type and province. Before stating that a particular yacht must carry or use a Mavi Kart, confirm the current rule with the environmental authority or Harbour Master. Environmental Mavi Kart must not be confused with the separate citizenship-status Mavi Kart.
Keep receipts, marina instructions and waste-collection records where available. If an operator alleges a breach, preserve the relevant rule, notice, photographs, payment record and correspondence before responding.
What changes when a yacht is used for paid charter?
A private Transit Log does not itself authorise paid chartering or domestic passenger trips. Commercial operation must be analysed under the Cabotage Law and the Ministry of Culture and Tourism’s Deniz Turizmi Araçları Turizm İşletmesi Belgesi route for foreign-flag marine-tourism vehicles.
The proposed flag, vessel type, owner and operator, route, passengers, crew, booking structure and contract can change the licensing analysis. Confirm the current position before advertising, taking payment or carrying domestic passengers commercially.
For a charter company, the maritime permission is only one part of the file. The operator may also need a Turkish company structure, contracts, employment or work-permit review, insurance and tax or customs advice. Do owners and crew need residence permission separately?
A Transit Log is not a residence permit, work permit or guarantee of entry. Owner and crew immigration questions depend on nationality, passport, purpose, employment or service relationship and current Turkish status. A yacht’s right to remain in a marina does not extend a person’s permission to remain in Türkiye.
Check current entry and residence requirements with Turkey’s Migration Management (Göç İdaresi) before the relevant period expires or a crew change is made. Where a crew member works on the yacht or a charter business employs staff, residence and work-permit questions should be reviewed together rather than hidden inside the Transit Log file.
Can a foreigner register or sell a yacht in Turkey?
Transit paperwork and registry ownership are separate. A foreign individual resident in Türkiye, or a company established under Turkish law, may fall within the application framework for a qualifying commercial yacht in the Turkish International Ship Registry, subject to statutory and technical conditions. That special registry is not interchangeable with the ordinary Turkish ship registry (Gemi Sicili) or boat register (Bağlama Kütüğü), and no blanket private-yacht registration promise should be made.
For a yacht registered in the Turkish ship registry, a written transfer agreement with notarised signatures, or completion of the written transaction at the competent ship-registry office, and the registry entry are the relevant formal steps. What should a Fethiye or Göcek arrival prepare?

Its current appointment and contact instructions should be checked before relying on a local procedure. - Treating the Transit Log as a residence permit or customs guarantee.
- Assuming every first port uses one nationwide online e-transit system.
- Relying on the five-year wintering wording without checking two-year movements, customs and immigration separately.
- Advertising paid charter or domestic passenger trips before the cabotage and tourism-licensing route is confirmed.
- Stating a universal Mavi Kart obligation without checking port, vessel type and province.
- Losing the original record, authority reference, marina rules or evidence of waste collection.
- Changing owner, operator, crew or passenger arrangements without asking whether the port record needs updating.
